Karlsruhe is an independent city (kreisfreie Stadt), so for Bürgergeld recipients living in the city itself only the Jobcenter Stadt Karlsruhe is responsible — the joint institution of the City of Karlsruhe and the Agentur für Arbeit. For the surrounding rural district the separate Jobcenter Landkreis Karlsruhe (Tel. 0721 823-3333) is responsible, so the authority is not the same when you move house.
