1. What is the Gründungszuschuss?
The Gründungszuschuss (startup grant for ALG I recipients, § 93 SGB III) is a subsidy from the Agentur für Arbeit for recipients of ALG I (unemployment benefit I) who want to become self-employed as their main occupation. It is designed to cover living costs and social security contributions during the start-up phase.
Discretionary benefit
The Gründungszuschuss is not a legal entitlement. Your employment advisor decides whether your start-up project qualifies for funding. A convincing application is therefore essential.
2. Eligibility requirements
- ALG I status: You are currently receiving ALG I
- Remaining entitlement: At least 150 days of remaining ALG I entitlement at the time of application
- Main occupation: The self-employment must be your main activity (15+ hours/week)
- Viability: You submit a viability certificate (Tragfähigkeitsbescheinigung) from a certifying body
- Personal suitability: You are suitable for the planned self-employment
3. Amount and duration of funding
| Phase | Duration | Amount |
|---|---|---|
| Phase 1 | 6 months | Your ALG I amount + flat-rate 300 euros/month |
| Phase 2 | 9 months (on request) | Flat-rate 300 euros/month |
Example calculation (Heidelberg)
If your ALG I amount is 1,500 euros/month, Phase 1 pays 1,800 euros x 6 months = 10,800 euros. Phase 2 pays 300 euros x 9 months = 2,700 euros. Total: 13,500 euros.

Certifying bodies in Heidelberg
- IHK Rhein-Neckar (Chamber of Industry and Commerce), Heidelberg branch: Hans-Böckler-Straße 4, 69115 Heidelberg
- Handwerkskammer Mannheim (Chamber of Skilled Crafts): B1, 1-2, 68159 Mannheim
- Tax advisors with the appropriate qualification
- BAFA-registered consultants such as Business Start EU (ID 186617)
Why use a BAFA-registered consultant
As a BAFA-registered consultancy based in Heidelberg, we typically issue your viability certificate within 5 working days — significantly faster than the usual multi-week wait at the IHK or with a tax advisor.
6. Common reasons for rejection
- Incomplete documents: Missing business plan or financial plan
- Weak viability certificate: A superficial review by the certifying body
- Unrealistic revenue forecasts: Over-optimistic numbers without justification
- Lack of qualification: Unclear professional suitability
- Too little remaining entitlement: Less than 150 days of ALG I left
Our advice
Have your application reviewed by an expert before you submit it. The rejection rate is high — but it can be reduced significantly with professional preparation.
