Regional focus — Berlin: From our office in Heidelberg, we support founders across Berlin online — flexible scheduling, no waiting for on-site appointments, and the full strength of our BAFA-listed funding expertise. As Germany's startup capital, Berlin offers unique opportunities — and demands a particularly convincing business plan.
You apply for the AVGS (Aktivierungs- und Vermittlungsgutschein — Activation and Placement Voucher, fully funds start-up coaching) at the Agentur für Arbeit Berlin — the office responsible for your district of residence (Berlin Mitte, Berlin Nord, Berlin Ost, or Berlin Süd). All offices are reachable toll-free at 0800 4 55 55 00. Recipients of Bürgergeld apply at their district Jobcenter Berlin.
Berlin has 12 district Jobcenter offices — one for each city borough. The competent Jobcenter is the one in your district of residence — for example, Jobcenter Berlin Mitte, Jobcenter Charlottenburg-Wilmersdorf, or Jobcenter Neukölln. Current addresses are listed by the Berlin Senate Administration for Labour and at jobcenter.digital.
Processing time varies; expect about 4–8 weeks. Completeness of your documents is decisive: a business plan, the Fachkundige Stellungnahme (e.g. from IHK Berlin or a BAFA-listed consultant such as Business Start EU), and the Tragfähigkeitsbescheinigung (certificate of business viability).
The Berlin Agentur für Arbeit offices accept Fachkundige Stellungnahmen from: IHK Berlin (Fasanenstraße 85), Handwerkskammer Berlin (Blücherstraße 68), tax advisors, and BAFA-listed business consultants such as Business Start EU (BAFA No. 205985).
Yes, absolutely. Business Start EU (BAFA No. 205985), headquartered in Heidelberg, supports founders from across Berlin online — flexible scheduling and no waiting for on-site appointments. Online consultation is recognized as equivalent to in-person consultation and is a real advantage in Berlin, where AVGS waiting lists tend to be long.
Berlin offers a unique university landscape for founders: the Centre for Entrepreneurship at TU Berlin is among Germany's leading start-up centers, Freie Universität Berlin runs the Entrepreneurship Centre, and Humboldt-Universität operates the Entrepreneurship Hub. The Charité supports medtech start-ups, and the federal EXIST program (run by the German Ministry of Economic Affairs) is accessible across all Berlin universities.
The Gründungszuschuss (§ 93 SGB III) is for Arbeitslosengeld I recipients and is applied for at the Agentur für Arbeit — up to 15 months of funding. The Einstiegsgeld (§ 16b SGB II) is for Bürgergeld recipients and is applied for at the Jobcenter — up to 24 months, plus an optional investment subsidy of up to 5,000 euros.
Yes: Investitionsbank Berlin (IBB) offers the Berliner Gründungskredit (low-interest loan up to 500,000 €), Pro FIT (innovation financing), and the Berlin Startup Stipendium. In addition, all federal funding programs (AVGS, Gründungszuschuss, BAFA consulting subsidy) are accessible in Berlin.
