With around 100,000 inhabitants, Kaiserslautern is the largest city in the Western Palatinate (Westpfalz) and one of Germany's leading centres for information technology and artificial-intelligence research — nicknamed «Silicon Woods» for its cluster of research institutes on the edge of the Palatinate Forest. Yes. The Gründungsbüro RPTU & HS KL — the joint start-up office of the RPTU (Rheinland-Pfälzische Technische Universität Kaiserslautern-Landau) and the Hochschule Kaiserslautern — is the central point of contact for students, doctoral candidates and researchers who want to found a business: consulting, EXIST application coaching and networking. The RPTU Gründungsservice adds idea validation and team building. Spatially, Kaiserslautern's founder and research scene concentrates around the university campus and the neighbouring DFKI and Fraunhofer institutes (IESE, ITWM) in the city's «Silicon Woods» cluster.
The Gründungszuschuss (§ 93 SGB III) is for ALG I recipients and is applied for at the Agentur für Arbeit — up to 15 months of funding. The Einstiegsgeld (§ 16b SGB II) is for Bürgergeld recipients and is applied for at the Jobcenter — up to 24 months, plus a potential investment cost subsidy up to €5,000.
Yes, subject to your residence status. EU, EEA and Swiss citizens may become self-employed in Germany without a separate permit. Non-EU nationals need a residence title that allows self-employment — for example a residence permit for self-employment under § 21 AufenthG, or an existing permit (e.g. as a graduate of a German university, a family member, or a Blue Card holder) that already allows, or can be amended to allow, freelance or business activity. Because Kaiserslautern has a large international community around Ramstein Air Base, the local Ausländerbehörde (foreigners' authority) handles such cases regularly — clarify your status there before you register the business. The AVGS coaching and the Gründungszuschuss/Einstiegsgeld have their own eligibility rules on top of this (see above).
